Just over the screw tab you can see a small flap glued underneath the aluminum strip.  On new hoods, this comes as a long floppy strip about 3/4” x 4”. It gets glued down in order to maintain tension of the hood material across the header. If not glued down properly, over time the hood material will tend to shrink and creep up and inboard and eventually expose the header at the corners.
